2. Make the buying decision except for large or technical products
3. Know of future contracts and the Program Managers
4. Determine set asides for HubZone, SDVO, Small Business, and 8a’s
5. Choose the contract vehicle, or decide on sole-source negotiation
6. Only Contracting Officers can sign contracts that obligate the government
